Peg Barringer

Peg Barringer has over 25 years of experience in economic development research, planning, program design, implementation, evaluation and training. She has worked in over 200 communities in 40 states. Clients have included: local, state and national government agencies, community-based and national nonprofits, financial institutions, social enterprises and real estate developers. Ms. Barringer has extensive experience conducting economic and financial analysis, market research, feasibility studies and impact assessments to strategically guide projects and investment that increase economic opportunities in target communities in a sustainable way. Project types have included: downtown & commercial district revitalization, microenterprise & small business development, creative economy initiatives and commercial real estate development. She has also designed and delivered training on a variety of topics and provided other assistance to increase the capacity of organizations to undertake economic development activities. Ms. Barringer has been a faculty member at Tufts University since 1991 where she continues to teach part-time in the Graduate Program of Urban Policy and Planning. She is a seasoned project manager, experienced with complex multi-site projects and large teams of staff & subcontractors.

Elaine Nickerson has provided affordable housing consulting, training, management assessments, monitoring services and evaluations for real estate developers, non profit corporations, and government agencies in the US and abroad (in Ukraine and Russia). She has expertise in the development and management of rental property & homeownership projects, homebuyer assistance programs, tenant based rental assistance, housing rehabilitation, HUD Housing Quality Standards, M/WBE outreach and Section 3.  In addition, she is experienced in construction management, budget development and asset management. Ms. Nickerson has over 20 years of housing program monitoring experience and has managed large statewide contracts.

Lindsay Cohrs
Manager of Business Operations
Lindsay Cohrs has provided housing and economic development planning services, monitoring services and pre-development feasibility analyses for over 15 years.  She has expertise in the development and management of rental and homeownership projects, administration of HUD financing programs including HOME, CDBG and ESG. She also has experience conducting research, facilitating community input and developing comprehensive plans, housing needs assessments, tax credit applications, subsidy layering analyses, Consolidated Plans, Action Plans, and Environmental Reviews. As manager of Business Operations, in Addition to her role as a Compliance Monitor, Ms Cohrs oversees the operations of the Affordable Housing Division. This includes scheduling and tracking work assignments as well as implementing new technology.

Laurie Tickle
Manager of Affordable Housing Programs
Laurie Tickle has over 15 years of experience underwriting, scoring applications, implementation and monitoring for federal and state finance programs. She was previously the Director of a statewide Low Income Housing Tax Credit Program and the Director of statewide Housing Stabilization and Capital Improvement Preservation Fund. As Manager of Affordable Housing Programs, in addition to her role as Compliance Monitor, Ms. Tickle oversees compliance monitoring reporting, technical assistance and training.

Kate Joyce has over 20 years of experience managing affordable rental properties holding positions from Assistant Manager to Regional Director. She has expertise in the development and administration of Affirmative Fair Housing Marketing Plans, Tenant Selection Plans and budgets. Her experience also includes financial analysis, facilities management, property inspections, lease-up and relocation.
