Peg Barringer
Managing Director/CEO
Peg Barringer co-founded FinePoint Associates in 2007. She directs the overall operation and staffing, oversees all contract management, develops analytical systems for monitoring housing finance compliance and provides direct consulting and project management for economic development.
Peg's experience includes over 30 years of economic development research, program design, evaluation and training, 25 years of contract and project management, and over 15 years as a business owner. She has worked in over 200 communities in 40 states and has managed complex multi-site projects and large teams of staff and subcontractors. Clients have included: local, state and national government agencies, community-based and national nonprofits, financial institutions, social enterprises and real estate developers. Peg has extensive experience conducting economic and financial analysis, market research, feasibility studies and impact assessments to strategically guide projects and investment that increase economic opportunities in target communities. Project types have included: downtown & commercial district revitalization, microenterprise & small business development, creative economy initiatives and commercial real estate development, among others. She has also designed and delivered training for national agencies and organizations and provided other assistance to increase the capacity of organizations to undertake economic development initiatives. In addition to her consulting practice, Peg served as a part-time faculty member at Tufts University for over three decades where she taught graduate-level economic development courses.

Lindsay Cohrs
Manager of Business Operations
Lindsay Cohrs has provided housing and economic development planning services, monitoring services and pre-development feasibility analyses for over 20 years. She has expertise in the development and management of rental and homeownership projects, administration of HUD financing programs including HOME, CDBG and ESG. She also has experience conducting research, facilitating community input and developing comprehensive plans, housing needs assessments, tax credit applications, subsidy layering analyses, Consolidated Plans, Action Plans, and Environmental Reviews. As Manager of Business Operations, in addition to her compliance monitoring responsibilities, Lindsay designs processes and systems to optimize FinePoint's operation and address the evolving needs of our clients, implements and adapts new technology, leads the corrective action component of the compliance monitoring process and contributes to business strategy.

Laurie Tickle
Senior Manager, Affordable Housing Consulting
Laurie Tickle has over 20 years of experience underwriting, scoring applications, implementation and monitoring for federal and state finance programs. She was previously the Director of a statewide Low Income Housing Tax Credit Program and the Director of statewide Housing Stabilization and Capital Improvement Preservation Fund. As Senior Manager, in addition to her compliance monitoring responsibilities, Laurie manages the Compliance Analyst Team and service delivery, schedules and tracks work assignments, interfaces with clients, oversees reporting, provides compliance training and contributes to business strategy.

Elaine Nickerson, now retired, co-founded FinePoint Associates. During her career, she provided affordable housing consulting, training, management assessments, monitoring services and evaluations for real estate developers, non profit corporations, and government agencies in the US and abroad (in Ukraine and Russia). She has expertise in the development and management of rental property & homeownership projects, homebuyer assistance programs, tenant based rental assistance, housing rehabilitation, HUD Housing Quality Standards, M/WBE outreach and Section 3.
